Kate Weaver
President & Treasurer
Kate Weaver has been part of FMC's family of companies for more than four decades. She joined in 1984, rose through senior financial leadership as Comptroller, then CFO, and has served as President since 2012. Today she provides the company's fiscal, strategic, and operational leadership: setting policy, directing long-range planning, and leading the accounting, human resources, and financial teams that support dozens of staff members across the organization.
Kate's financial expertise guides every part of the business. Over her career, she has directed cash management, financing arrangements, loan servicing, auditing, financial reporting and more. Our organizations, overseen by Kate, have been involved in acquisition, development, construction, syndication, and affordable housing administration. Kate is an officer in each of our companies.
Kate earned her Maryland CPA license and holds a B.S. in Business Administration and Accounting and an M.B.A., both from the University of Maryland University College.
Dexter Clark
Vice President of Property Management & Operations
Dexter Clark serves as Vice President of Property Management & Operations for Fifth Management & Consulting, Inc., bringing more than 20 years of leadership experience in multifamily affordable housing, market-rate communities, and commercial real estate assets.
He provides strategic direction across property operations: regulatory compliance, occupancy growth, maintenance, budgeting, capital improvements, and team development. Dexter is recognized for building high-performing teams and fostering a culture centered on accountability, communication, collaboration, and exceptional customer service.
Dexter holds a Property Manager License from the District of Columbia Department of Licensing and Consumer Protection (DLCP) and has earned the Certified Occupancy Specialist (COS) and Tax Credit Specialist (TCS) certifications through the National Center for Housing Management (NCHM), demonstrating his expertise in affordable housing compliance and property management. He is currently pursuing the Certified Property Manager (CPM) designation through IREM.
He serves on the Board of Directors for the IREM Maryland Chapter and is an active committee member with the Council for Affordable and Rural Housing (CARH), the Maryland Affordable Housing Coalition (MAHC), and the Maryland Multi-Housing Association (MMHA). Through these professional affiliations, he collaborates with industry leaders to advance best practices, strengthen housing communities, and support the continued growth of the property management profession.
Dexter is passionate about mentoring the next generation of industry leaders, advancing professional excellence, and building thriving communities for residents, clients, ownership partners, and the teams he leads.
Katie Jenkins
Compliance & Systems Director
Katie Jenkins has been with Fifth Management & Consulting, Inc. since 2003, now in her third decade of dedicated service. As Compliance & Systems Director, she combines hands-on operational leadership with deep regulatory expertise to drive exceptional living experiences and operational excellence across FMC's communities.
Katie ensures FMC's communities meet the government regulations under which they operate, overseeing tenant certifications, monitoring waitlists, and maintaining the accuracy of tenant files and electronic records. She also trains new employees, facilitates in-house management workshops, and supports the tenant appeals process, making sure every team member has the knowledge and tools to uphold the highest compliance standards.
Katie specializes in building positive manager-resident relationships, developing strong, well-trained teams, and keeping properties running efficiently and in full compliance. Known for her collaborative style and commitment to a job done right, she thrives on solving complex challenges, streamlining operations, and fostering welcoming communities where residents feel at home.
Katie takes pride in coaching team members and delivering results that benefit residents and property owners alike, a people-first approach reflected in more than two decades of steady, trusted leadership at Fifth Management. If you catch her outside of work, she'll have her hands full with arts & crafts, accompanied by her big dog.

Pamela Reeves
Senior Property Manager
Pam has been with Fifth Management & Consulting, Inc. since 2000, more than twenty-five years in affordable housing. As one of the company's most experienced property managers, she goes where she's needed most: stepping in to run a community while a site manager position is vacant, helping new site staff learn the ropes, and working alongside on-site teams through inspections, renovations, and other major projects.
Her work is hands-on: preparing tenant certifications, assisting with leases, marketing, and move-ins, and helping site offices keep resident files and paperwork current. She works directly with residents to resolve concerns and has built lasting relationships at the communities she helps cover.
Pam also lends her experience to FMC's staff-training sessions and helps plan company events and staff gatherings, extending to the staff the same sense of community that residents feel at FMC's properties.
Amanda Wetzel
Senior Property Manager
Amanda Wetzel joined Fifth Management & Consulting, Inc. in 2021 and quickly earned a promotion to Senior Property Manager. She holds a Property Manager License from the District of Columbia Department of Licensing and Consumer Protection, a credential that reflects the rigor she brings to the day-to-day details of running a community well.
Amanda's strength is versatility: she steps in to keep a community running when a site role turns over, prepares leases and tenant certifications, supports marketing and lease-up efforts, and gets newer site staff up to speed on FMC's systems and standards. Residents know her as a direct, responsive problem-solver; colleagues know her as the teammate who shows up when a property needs an extra set of experienced hands.
Amanda's dedication to well-run, resident-first communities reflects Fifth Management's broader commitment to property management with care and integrity.

Lauren Zavaleta
Annapolis Office & Property Manager
Lauren Zavaleta joined Fifth Management & Consulting, Inc. in 2021 and was soon promoted to Office Manager. Today her work spans office operations, administration, and property management.
As Office Manager, she makes sure the Annapolis corporate office runs smoothly: managing vendors, coordinating administrative functions, and taking on special projects whenever they come up.
As Property Manager for the company's commercial and residential properties in downtown Annapolis, Lauren handles the full tenant lifecycle: lease administration, rent collection, and every step of move-ins and move-outs. She also manages property inspections, licensing, and the annual upkeep of fire protection and security systems, and works closely with the City of Annapolis and Anne Arundel County on historic preservation requirements, permitting, and other local standards.
No matter the role, Lauren is known for strong working relationships with tenants, vendors, and local officials, and for a proactive, detail-first approach. Outside the office, her passion for excellence continues in the dance studio. After dancing professionally for five years, she now shares her love of ballet by teaching students of all ages at a nonprofit dance studio in Annapolis.
Jennine Dennis
Human Resources Manager & Corporate Secretary
Jennine Dennis has served our family of companies since 2004, bringing over twenty years of institutional knowledge to the organization. As Human Resources Manager for Fifth Management & Consulting, Inc., she runs the HR function end to end: payroll, benefits administration, and employee relations. She also serves as the company's Corporate Secretary.
Jennine directs the administration of the company's employee benefit plans and makes sure payroll runs accurately and on time, every time. She leads recruitment, onboarding, and retention; maintains employee records to regulatory and compliance standards; and keeps the organization current with federal, state, and local employment law.
For a company whose greatest strength is people who stay, Jennine's steady stewardship of hiring, benefits, and employee relations is a quiet engine behind Fifth Management's continuity.
